If you use the Inquiries product only to log and receive Inquiries, you may want to disable sending to prevent internal notes or draft messages from getting sent by accident. After all, mistakes are easily made (but never as easily corrected).
To do this, go to 'Settings' in the sidebar of Inquiries. Click the 'General Settings' tab.
Disable the 'Outbound messaging' checkbox. If, at a later time, you want to start sending messages anyway, you can just enable the option to get the functionality back.
